We're seeking a Permitting Specialist Professional who will be responsible for managing and securing environmental permits for water, wastewater, and reuse facilities across industrial and municipal projects. This role requires expertise in navigating regulatory frameworks, particularly with the U.S. Environmental Protection Agency (EPA) and state-specific permitting processes in the Intermountain West including Texas. The successful candidate will ensure compliance with federal, state, and local regulations while collaborating with project teams, regulatory agencies, and stakeholders to facilitate timely project approvals.

Key Responsibilities

• Permit Acquisition and Compliance : Prepare, submit, and manage permit applications for water, wastewater, and reuse facilities, ensuring compliance with State and EPA regulations, including Clean Water Act (CWA), Safe Drinking Water Act (SDWA), and National Pollutant Discharge Elimination System (NPDES) requirements.
• State-Specific Permitting : Oversee permitting processes in Inter-Mountain and Western U.S. states (e.g., California, Washington, Idaho, Montana, Colorado, Utah, Wyoming, New Mexico) including Texas, addressing state-specific environmental regulations and requirements for industrial and municipal facilities.
• Regulatory Liaison : Serve as the primary point of contact with regulatory agencies, including EPA, state environmental departments (e.g., Colorado Department of Public Health and Environment, Texas Commission on Environmental Quality), and local authorities, to negotiate permit conditions and resolve compliance issues.
• Documentation and Reporting : Develop and maintain comprehensive documentation, including permit applications, environmental impact assessments, and compliance reports. Ensure all submissions meet regulatory standards and deadlines.
• Project Collaboration : Work closely with engineering, environmental, and project management teams to integrate permitting requirements into project planning and execution.
• Stakeholder Engagement : Coordinate with clients, community groups, and other stakeholders to address permitting concerns, facilitate public consultations, and ensure transparency throughout the permitting process.
• Monitoring and Auditing : Conduct regular audits to ensure ongoing compliance with permit conditions and provide recommendations for corrective actions when necessary.
• Regulatory Updates : Stay informed of changes in federal, state, and local environmental regulations and advise project teams on potential impacts to permitting strategies.

• Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources, or a related field. Advanced degrees or certifications (e.g., Professional Engineer (PE) or Certified Environmental Professional (CEP)) are a plus.
• Minimum of 3 years of professional experience in environmental permitting with a focus on EPA regulations and permitting processes in Inter-Mountain Western U.S. (California, Washington, Idaho, Montana, Colorado, Utah, Wyoming, New Mexico, etc) and Texas for water, wastewater, and reuse facilities. Experience with both industrial and municipal projects is required.
• In-depth knowledge of EPA regulations, including CWA, SDWA, and NPDES.
• Familiarity with state-specific environmental regulations in Inter-Mountain West and Texas.
• Proficiency in preparing permit applications, environmental impact statements, and compliance report.
• Strong understanding of water, wastewater, and reuse facility operations and their regulatory requirements.
• Knowledge of mapping in Google Earth pro, reading and working with USGS Topographic maps.
• Proficient with Bluebeam PDF Editing and compilation and Microsoft Office Suite including Excel, Word, Power Point, etc.

Location: This is a remote based position that requires travel to sites in the Inter-Mountain Western U.S. region plus the State of Texas.

Base Salary: $90k-$110k

*The provided base salary range is used nationally. The rate offered is compliant with federal/local regulations and may vary by experience, certification/education, market conditions, location, etc.
